Revision of "ships in Jiangsu section of the Yangtze River"

The "high speed on water" rules for passage revised the "ships of Jiangsu section of the Yangtze River" on May 20. It was learned from a press conference held by Jiangsu maritime administration that the regulations on ship alignment system of Jiangsu section of the Yangtze River (2021) (hereinafter referred to as the provisions) will come into effect on July 1, 2021. The latest regulations have revised 21 main clauses and 12 annex clauses to further improve the navigation efficiency, improve the intrinsic safety and optimize the business environment.

Highlights of new regulation revision of the Yangtze River Jiangsu section alignment system

Route settings are more orderly. The original navigation separation belt of more than 100 meters is reduced to 50m, which can be used to release more than 50 meters of navigable water for deep-water channel, further improving the navigation conditions of large-scale marine vessels. Meanwhile, the minimum speed of ships in the navigation branch is clearly defined as 6 sections of downstream and 4 sections of countercurrent, so as to ensure the "fast forward and fast out" and "big in and out" of deep-water channel ships.

The navigation rules are further refined. To supplement the code of conduct such as crossing and overtaking of ships; In view of the characteristics of dense ship flow, many cross ships and complex navigation environment in the key waters such as "three ports and two areas" (tributary estuary, branch estuary, ferry, bridge area and port), the paper puts forward that warning area is set up in the important tributary estuary and tributary estuary, and the navigation behavior of Liuwei estuary and other important estuaries is regulated; In addition, the night navigation restrictions are added to the four types of dangerous goods ships, and the safety risk is actively controlled.

New upgrade of service initiatives. The new regulations have cancelled the original provisions of the line setting responsibility and the dynamic reporting requirements of the bridge area; Meanwhile, the anchoring resources should be increased, and 4 new anchorage sites such as StarStar sea vessel anchorage and 4 newly designated temporary berthing areas for small dangerous goods ships shall be included in the regulations to alleviate the difficult anchoring difficulties of large ships and dangerous goods ships; In addition, 18 water green comprehensive service areas are defined, the production and operation environment is more harmonious, and social and economic benefits will be released in depth.

Breaking the traditional ship alignment 18 years ago

It is reported that since the 12.5m deep-water channel under Nanjing of the Yangtze River was completed in may2018, Jiangsu maritime administration submitted a proposal for revision and construction of the regulations to the Ministry of transportation on the basis of full investigation and scientific demonstration in order to further improve the matching degree and adaptability of navigation rules. On March 30, 2021, the Ministry of transportation officially issued the regulation on ship alignment system of Jiangsu section of the Yangtze River (2021).

"Since the implementation of the ship alignment system in Jiangsu section of the Yangtze River for 18 years, it has brought immeasurable economic and social benefits to the Yangtze River shipping. This revision will further improve the matching degree of navigation rules to deepwater shipping and the adaptability to the current industry demand, further optimize the economic and commercial environment of Jiangsu port and waterway, and will have a profound impact on the international and domestic "double cycle" pattern. " Xuwei, deputy director of Jiangsu maritime administration, said.

Ship alignment and navigation, also known as "ship alignment", is to stipulate the routes, routes or navigation branches to be followed or adopted when the ship is sailing in certain areas of the sea. The inland waters of China's actual ship alignment system mainly focus on the Yangtze River Basin, Navigation waters have successively passed and implemented regulations such as the regulations on ship alignment system of Shanghai section of Yangtze River, regulations on ship alignment system of Jiangsu section of Yangtze River, regulations on ship alignment system of Anhui section of Yangtze River, regulations on ship alignment system of Yangtze River Estuary, regulations on ship alignment system of three Gorges Reservoir area of Yangtze River (Trial), management regulations on ship alignment system of deep water route in Ningbo Zhoushan port core port, etc It's settled.

On July 1, 2003, the Ministry of communications officially announced the implementation of the ship alignment system of Jiangsu section of the Yangtze River. It took the lead in implementing the simple rules of "separate ships of size and size, sailing to the right", breaking the traditional navigation law of "slow flow and mainstream launching" in the Yangtze River for thousands of years, which ended the history that sea vessels could not sail at night, Jiangsu shipping economy has been developing rapidly. This is the third revision of the regulation.

Jiangsu Province "water high speed" social and economic benefits burst out

In recent years, with the continuous optimization of ship alignment system in Jiangsu section of the Yangtze River and the whole line of 12.5m deep-water channel, 50000 ton sea vessels can reach Nanjing, 200000 ton ships can reduce the load and tide to Zhenjiang, creating a "high-speed channel on water" all day. The Yangtze River has the largest cargo volume in the world, and Jiangsu has jumped to 9 billion tons of ports along the river (7 of which are 200 million tons), accounting for more than one third of the total number of billion tons of ports in the country. In 2020, the freight volume of Jiangsu section of the Yangtze River will exceed 2.3 billion tons, accounting for more than 70% of the whole Yangtze River. The annual number of ships entering and leaving ports is 2.811 million, which is more than 6 times higher than before the implementation of the alignment system. Among them, there are 15636 ships with 50000 tons of ships entering the river, 4374 ships with 100000 tons and 2941 ships above 150000 tons, up 2.9%, 6.1% and 21% respectively.

The implementation of ship alignment system also fundamentally improves the navigation order of Jiangsu section of the Yangtze River. The safety level of water traffic has been greatly improved. The occurrence rate of accidents, the number of ships sinking per year, the number of deaths and missing persons in the jurisdiction have all decreased significantly. The number of accidents above the jurisdiction level has decreased from 116 in 2002 to 5 in 2020, down 95.7%. The trend of frequent accidents in Jiangsu section of the Yangtze River has been fundamentally restrained.

In addition, the investment and development environment of the riverside port has also been greatly changed. The implementation of the alignment system promotes the rapid transformation and upgrading of the river port to the seaport. The competitiveness of Jiangsu port is obviously enhanced. The "international harbor zone" of Jiangsu section of the Yangtze River is forming with the characteristics of "clustering, seaport and internationalization".
